Nuclear and Missile Confidence Bilding Measures Proposed

Foreign secretaries of Pakistan and India has discussed different proposals on the conventional and nuclear confidence building measures. Talks between Indian Foreign Secretary Nirupama Rao and her Pakistani counterpart Salman Bashir has ended in Islamabad. Foreign Ministers of Pakistan and India are schedule to meet in New Delhi next month.

One of the proposals presented during these talks was inclusion of testing of the cruise missile in the mechanism for pre-flight notification of ballistic missile tests. At the time of agreement in October 2005, India only agreed for pre-flight notification of the ballistic missiles as it thought that Pakistan lack cruise missile program.


Pakistan and India already has signed “Prohibition of Attack against Nuclear Installations and Facilities” agreement in 1991. This agreement one of its kind in the world as it bounds both nuclear armed nations to routinely exchange the list of their nuclear facilities on 1 January. Both Pakistan and India has continued to observe the agreement guidelines even when both nations were almost at war.

Pakistan also presented a proposal to “exchange experiences and expertise” in the field of civilian nuclear power plants and their safety mechanisms. Pakistan presented recent nuclear disaster at the Fukushima atomic plant in Japan after earthquake and tsunami as an example and proposed that Pakistan & Indian should work together to address similar safety problems.
